AU Name: heroes vs villains (or something like that... tell me better names...)

Plot or Explanation of AU:
In this universe, superpowers have become commonplace. About 60-70% of the population have the genetic mutation that unlocks abilities akin to superpowers (because of reasons don't ask me I'm not a scientist), which became known as GAMA. Along with this rise in superpowers came a wave of crime committed with GAMAs, and in turn do-gooders with GAMAs answered the call to protect the public.
This eventually solidified into a system where heroism became an occupation. It is maintained separate from the police force, but heroes still work alongside law enforcement for the sake of the public good. The regulation of GAMAs also became standardized, with law-abiding citizens required to register the nature of their GAMAs when they are discovered. Thereafter, use of GAMAs is regulated, and people must pass specially-designed tests to receive a license to use their GAMA. GAMAs may be used across all occupations, in instances related to your occupation, as long as you have a license, or in private spaces; heroism is the only occupation in which all workers must be licensed GAMA users. Use of GAMAs in public without a license is illegal, and you may be fined or arrested (depending on the severity of the infraction), unless done under exceptional circumstances (such as self-defense).
Heroes also eventually achieved celebrity status. The excitement of nerve-wracking, and sometimes destructive, battles between heroes and villains means that these battles are highly publicized, and fanbases quickly developed for attractive and charismatic heroes. Although heroes are technically paid as public servants by the government, it isn't unusual for heroes to earn money in other ways to supplement their income. It is typical for them to give interviews, appear on talkshows, have merchandise, and do advertising work. Magazines and newspapers commonly try to rank heroes according to publicity and strength of their GAMAs, but these lists are all unofficial. Like celebrities, the line between public and private life can be very blurred for heroes, except for those who opt to keep their private identity a secret. They will, however, still be listed in the national hero registry as a safety precaution, albeit with certain information unavailable to the public.
The typical path of a hero involves enrollment into a specialized academy. This option is available upon graduation from middle school, and prospective students will apply to a training academy in a very rigorous and selective process. In the training academy, in addition to continuing regular classes and learning about the profession, students will be taught how to hone their GAMAs to their full potential. This lasts four years, and by then, students are expected to have attained a GAMA license, leaving them open to apprentice themselves to an experienced hero. Although post-graduates may choose to strike out on their own immediately, it's usually highly recommended for them to go through an apprenticeship period to gain combat experience, learn how to navigate the media, and get comfortable with existing networks and resources they can dig into. Sometimes, an apprentice will simply be elevated to a partner or a successor, though most of the time, apprentices split out on their own in their early twenties. They may find and form teams and partnerships of their own.
So, what if someone doesn't get into the academy? There are courses available to older people that follows a similar path, but they also have an intensely rigorous selection process, and GAMA licenses for heroes will not be awarded if someone doesn't have certification from an academy or one of these courses. Meh, too much trouble, you say? Vigilantism is always an option–if you want to do good, that is. You are still breaking a law, which puts you at risk for fines or arrest, and there is no technical separation from a criminal, but... you know what you're doing. In your heart. I hope. Just learn to get away from cops really fast, or exploit the self-defense loophole. The media and internet argues about vigilantes a lot.
You can, of course, choose to do ill, and be the villain fought by our heroes. There's no real structure here... If you break the law, steal stuff, hurt people, you're probably a criminal. Or a villain, a non-official moniker given by the internet for people who do a whole lot of bad stuff. You gotta earn it. Villains operate under the radar, and may just be one person causing chaos with their GAMAs or an organized group with plans. Naturally, villains get their own share of publicity, especially during run-ins with heroes, so that's very much a way they can forward their agenda (if desired). Otherwise, you do you! Steal pretty things, extort money, kill people... It's all good fun.
EDIT 11/15/17: There exists a criminal underground for villains to run around, where people may indulge in activities that would make normal people cringe. There is a battle ring where people may use their GAMAs to fight for notoriety and wealth–the wrong move, or opponent, however, could get you killed. Popularly, a drug synthesis ring creates power-ups for users to temporarily boost their GAMAs, though overuse can heavily damage the physical body. There's also rumors of human experimentation, those who are willing to exploit GAMAs to their full potential for some reason or another, though so far, no such group has been apprehended by authorities. As for what other enterprises exist, one never knows for sure.
In order to keep everything within a locality, this will be set in a major fictional city (let's call it... Zetsburg

- Inspired by the likes of Tiger & Bunny, My Hero Academia, One Punch Man, and Sky High so you can refer to those series to get a feel for the universe.
- GAMA comes from initial studies into the genetic mutation, which referred to it alternately as 'genetic anomaly' or 'mutational abnormality', which eventually became GA/MA, and thus, GAMA.
Or help me think of a better name lmfao. - Heroes, vigilantes, and villains are all playable (including students and apprentices),
but civilians would probably be best relegated to NPCs. Unless you really want to be a civilian, for whatever reason?EDIT 11/15/17: Civilians are playable as well, but be aware that their GAMA usage will be severely restricted (that is, not usable unless they're on private property or using it for their jobs), so take this into consideration if you'd like to play a civilian. - EDIT 11/15/17: Some heroes may work with an entire team. Like celebrities, they may have assistants, public relations counsels, law counsel, etc., though this is very much up to the individual.
- EDIT 11/15/17: People playing students are free to intern with a hero, though it'll involve little combat. They will, however, benefit by learning technicalities like laws and paperwork, and possibly be able to observe combat situations.
- Powers should be very restricted and specific. No extremely general or all-encompassing powers, such as unrestricted elemental powers or unrestricted telekineses. Something like Storm's weather manipulation would need to be depowered, but someone could have the power to accelerate weather patterns in a limited area (for example). There should also definitely be weaknesses in their power as well, say, distance limitations, nausea when overused, obvious counters (acute senses -> flash bangs), or being unable to control their power (say, they can emit electricity, but can't direct it–it just goes wherever it's drawn).
- You can have no powers if you want. EDIT 11/15/17: This means you may have GAMAless heroes, vigilantes, or villains, who are just superb fighters or who have the aid of technology.
Possible sub-boards:
- Shuibian: Northside. This commercial district is located near the sea, and is a major tourist attraction. Hotels line the streets here, just before the land hits a small cliff that drops down to the sandy beaches. Upscale clothing and jewelry stores, and expensive restaurants are additional attractions, while banks are located nearby for convenience.
- Ochakura: Eastside. This is a majority-residential area, with more expensive condos and penthouses leaning north, while more affordable flats tend towards the south. Of course, groceries, drugstores, and cornerstores are also in the area for convenience. Some places of worship can be found here, as well as a couple clinics.
- Centralillo: Center. This district gets lots of traffic, and many offices and studios are located here. Thanks to that, here are a lot of affordable stores, well-priced restaurants, and fast food. Additionally, this area hosts entertainment, including bookstores, libraries, gyms, and theaters. The police station is here to cut down on travel time, and so is the court of law.
- Evesborough: Southside. This area is bursting with nightlife, and is where bars and clubs will most likely be found. There is a casino which may be patronized, but other than that, there are some unused buildings and storage houses as well. It's usually safe, as long as you don't go wandering into abandoned lots.
- Merrihof: Westside. A quiet district, with a few houses verging on suburbia. With plenty of parks, green space, and a big lake, Merrihof is a big attraction for the city dwellers. You can find some hipster cafés and restaurants here, and it's generally where more "artisanal" shops converge. The city government, zoo, hospital, and a few greenhouses are in this area as well.
- Campus: Northwest. Schools are located here, including a high school, a university, and a training academy. Each of them have a decent-sized campus, with the largest belonging to the training academy, thanks to specialized facilities.
- Outskirts: Getting to the airport requires taking the highway out of town towards the east. Along the road, there are some residential neighborhoods, but even further than that, there will be factories and warehouses. Some of these have been abandoned, but rumor has it that some are used as battle rings. Going in a southerly direction is what will get you to the prison.
