Plot/Explanation:
Three large crime organizations/families (Chronos, Whisperers, and Phantoms) live in close proximity of one another and are constantly struggling to show who's top mob of the area. Along with the three main ones, smaller ones and independent contractors seem to be popping up out of nowhere as well and slowly growing in number. The three main families compete among each other to show which is the strongest/richest.
The Chronos - They get their main income from missions and requests of bounty hunting. They are well known for their high success rate in assassinating with their expert skilled snipers mainly, even by the general public. They seem to be slightly more aggressive than the other families in terms of trying to reach their goals, whatever they may be. Their main base hideout is underground, cautiously guarded at the entrance that leads to the said hideout. Codename theme - Constellation (Aquarius, Draco, Scorpious, etc)
Rough Power/Population Lineout

Body Guards
Snipers (70%)
Hackers (20%)
Collectors (10%)
Grunts
The Whisperers - Their name is well known by government officials as they mainly get their income and jobs from security hacking. They tend to have an easy time blending in with others but are highly trained in their knowledge of technology and the country's statuses. This family's relationship to the other two is one of fake submissive stance; as they hide their true intentions behind a polite smile and fake negotiations as they plan ahead in their heads while doing so. Their hideout is not really much of one, as they tend to gather in a mansion that does very little to hide its existence. Codename theme - Gemstones (Diamond, Sapphire, Peridot, etc)
Rough Power/Population Lineout

Co-leader
Follow-up
Body Guards
Hackers (80%)
Collectors (15%)
Snipers (5%)
Grunts
The Phantoms - Not much is known about them, but they too are feared by others nonetheless. Their main income is from brothel houses and substance dealers, and though not known by the public as much as the other two families, they are easily recognized by said families and are known to be the negotiating snakes. Their motto seems to be more of the debt-style, as they do favors for other families as well but expect double or triple the payback in return. Their main hideout is in the woods in an old cabin, but they tend to only gather once every so often and move more independently most times. Codename theme - Flowers (Sunflower, Rose, Daisy, etc)
Rough Power/Population Lineout

Co-leader

Negotiators/Collectors (90%)
Hackers (5%)
Snipers (5%)

Characters will belong to one of the three groups (or maybe even be a leader of their own smaller group or an independent contractor) and through strategy and clever words, try to get the upper hand of other families and groups to make their own the strongest with the most benefits.
Roles (For the main three families. This doesn't have to be followed if one wants to make a smaller family of their own):
Leaders - Just as it says, the leader of the family. Their words are law, and they are top classed experts at the field in which their family receives main income from.
Co-Leaders - Second in command. When the leader is absent, they are responsible for keeping the family together and in line. Usually the role is given to those who show high loyalty to the leaders and is the result of promoted lower ranked members.
Follow-ups - Future leaders. Though they work mainly as negotiators and messengers of the leaders and co-leaders to the rest of the family, when and/or if anything happens where the leader is lost, they take the position. Because of this, they must be relatives or somebody close to the leaders.
Body Guards - They are responsible for keeping the higher positioned members safe and must be ready to serve as bait when required. Expected to be strong enough to handle police questioning and emergency situations in which heavy duty work may be required. When not following the higher members, they are expected to guard the hideouts or be available upon call.
Snipers, Hackers, Collectors/Negotiators - Specially trained and/or skilled members that do most of the common jobs required for the family income. Snipers take assignments and missions to assassinate, hackers get into the system of government or other family's databases, and collectors/negotiators mainly walk around to collect money and/or negotiate deals.
Grunts - Family members without the special skills acquired to be placed in the rank above. This can include new members, spouses, children, etc. At any point they can advance to the upper rank if they so wish to and receive the training to do so. If not, they are usually the ones who take care of the common duties such as cooking and cleaning, and are usually under protection of said family from others.
Additional Information:
+ Characters will all be part of one of the crime organizations or a cop.
+ The three main groups will have a leader, co-leader, a next-in-line (usually a relative of said leader or someone close enough the leader trusts enough), and the ranks from there on can be varied from one group to another. Smaller individual groups don't need to follow this structure.
+ # of cops would be put on a limit of 1:3, but from the get-go will have two spots available.
+ Each group hold strength in different areas for their funding. They also have different strengths and combat style against other families, and people will choose which group their character would fit best in.
